Master of Philosophy (MPhil) in Cyber Engineering

Earn a Master of Philosophy in Cyber Engineering and develop critical analysis skills in information and cyber security, computer engineering, systems networking, and business management.
The M.Phil. in Cyber Engineering is an exploration of the cybersecurity risks within the industry and how to implement research, technical skills, and knowledge to mitigate these risks. Students will learn the principles and ethics behind cyber engineering, as well as the laws and rights to privacy behind scientific inquiry. Students will also apply computer forensics and incident handling procedures, examine malicious software, analyze and engineer software, and perform research in this field of study. The need for experienced professionals in the field of cyber engineering is growing, as these individuals are crucial to developing greater strongholds against the increase in cybercrime targeted at our many technology-reliant systems.
The M.Phil. in Cyber Engineering is designed as a degree in research where students will quickly engage in leadership, research, and publishing. It is aimed at those that may want to explore research studies before starting a doctorate in research, or those seeking career advancement opportunities through a higher degree.
The M.Phil. program is structured for experienced professionals in this field with an appropriate undergraduate degree. During the program, students will conduct original research in an approved area of Cyber Engineering.
The completion of this program requires the student to produce, present, and defend a master's dissertation after receiving the required approvals from the student’s Committee and the Academic Review Board.

Dr. Kellep Charles
Chair
Dr. Kellep Charles is Chair of Cybersecurity programs at Capitol Technology University. He completed his Doctorate in Cybersecurity at Capitol Technology University. He also holds a Master of Science in Telecommunication Management from the University of Maryland University College and a Bachelor of Science in Computer Science from North Carolina Agricultural and Technical State University.

Dr. Ian McAndrew
Dean
An internationally recognized leader in research and expert on low-speed flight, Dr. McAndrew has five degrees: a PhD, two master’s degrees and two bachelor’s degrees. He is a Fellow of the Royal Aeronautical Society. Dr. McAndrew chairs several international conferences and journals and is invited to give keynote speeches all over the world. He started his career in the automotive industry as an engine designer, and has worked at several universities across the globe. Dr. McAndrew is Dean of doctoral programs at Capitol Technology University. An external examiner on the world wide stage (UK USA, Germany, Italy, Jordan, Japan, Australia, Greece and Kenya) his experience includes over 115 successful Doctorate successes.

Dr. Jamie Teeple
Dean of Undergraduate Programs & General Education Director
Dr. Jamie Teeple is Dean of Undergraduate Programs and General Education Director at Capitol Technology University. His research interests include the philosophy of education, political philosophy, and novel conceptions of STEM and general education.

Dr. Charles Conner
Chair
Dr. Charles Conner has worked in industry and academia since 1980. His specialty is digital signal and image processing and has worked with Catholic University as well as many government agencies. He started teaching (part-time) in 1984.

Dr. William Butler
Vice President
Dr. William (Bill) Butler is currently the Vice President of Academic Affairs at Capitol Technology University. Prior to this appointment in 2021, Dr. Butler served as Cybersecurity Chair for 8 years at Capitol Tech. Earlier in his career, he worked in the networking and IT industries as a network engineer and consultant for over 20 years. He also served as a joint qualified communications information systems officer in the U.S. Marine Corps and retired as a Colonel with 30 years of service (active and reserve). Dr. Butler holds a Doctorate in cybersecurity earned from Capitol focusing on preserving cellphone privacy and countering illegal cell towers (IMSI catchers).

Dr. Richard Baker
Dissertation Chair
Dr. Richard Baker is Dissertation Chair of Graduate Programs at Capitol Technology University. He previously served as associate professor in Indiana State University’s Department of Aviation Technology, and as executive director of the Center for Unmanned Systems and Human Capital Development. Richard holds a BS in mathematics and an MS in computer science from Indiana State University. He received his doctorate in information systems from Nova Southeastern University.

The following rates are in effect for the 2022-2023 academic year, beginning in Fall 2022 and continuing through Summer 2023:
- The per credit charge for graduate courses:
- Online or satellite campus (per credit) - $630, plus fees (information technology and other applicable fees)
- Independent study (per credit) - $877, plus fees (information technology and other applicable fees)
- The active duty military tuition rate is $350 per credit, plus fees (additional discounts and scholarships do not apply)
- The retired military tuition rate is $530 per credit, plus fees (additional discounts and scholarships do not apply)
- There is no charge for online application, $40 fee for paper application
